[Bug target/39137] [4.4 Regression] -mpreferred-stack-boundary=2 causes lots of dynamic realign

-mpreferred-stack-boundary=2 can also be used to generate psABI
conforming code. I think we need a new option to align DImode
to 4 byte on stack if we want to change DImode alignment on stack.
