[Bug c++/31956] names declared in a condition may be redeclared

There's been an XFAIL about this in g++.old-deja/g++.jason/cond.C for ages, but
it doesn't test the switch case.

Self-contained testcase:

void f() {
  if (int foo = 0)
    int foo = 1;

  switch (int foo = 0)
  {
  default:
    int foo = 1;
  }
}
