[Bug target/31938] Wrong code on int to short cast on armeb

I believe this is a case of wrong usage of the compiler and this bug could be
closed as invalid. However the question remains about big endian and little
endian compiler options and supporting or not support armeb options correctly
and hence I am leaving this open for now.
