[Bug c++/37972] New: static variables of template class not emitted if no initializer given

For some reason, Base<int>::foo is not emitted.  I've tested it with 3.4.6,
4.0.2, 4.3.0 and 4.3.2 as well, and it's broken on all of them.  The 4.0.2 and
4.3.0 gccs were i686-cygwin-hosted i686-freebsd6-targeted cross-compilers, so
it's not specific to x86_64-linux-gnu.
