[Bug other/36779] make pdf fails if done before another make

Fair enough, but if that's the case, it'd be better to generate a "you can't do
that - make the compiler first" message and quit gracefully.

BTW, this used to not work at all, but now make pdf does work in gcc/doc and
libiberty without a previous make.  Feature or bug?
