[Bug other/38653] CFLAGS=" -march=i586" or CFLAGS="-march=C3" should not require support for cmov

GCC should not generate cmov instructions if you use -march={i586,c3} and, as
far as I can tell, it does not since gcc 3.2.

Since you have not provided a test case, there is nothing we can do with this
bug report.
