[Bug fortran/38437] truncation error in endfile

After creating some dummy data in the file fort.1 I am able to compile and
execute the program.  I did have to declare NA and NB as parameters with some
value and also declare the arrays with those dimensions.

After that, it compiles and executes fine under Cygwin on Windows.  So I fail
to see any problem.
