[Bug c++/35985] New: [4.1/4.2/4.3/4.4 regression] ICE with pointer to member function as base

The following invalid testcase triggers an ICE since GCC 4.0.0:

template<typename T> struct A : T {};

struct B;

A<void (B::*)()> a;
========================================

bug.cc: In instantiation of 'A<void (B::*)()>':
bug.cc:5:   instantiated from here
bug.cc:1: internal compiler error: Segmentation fault
Please submit a full bug report, [etc.]

Before we got an error message that wasn't quite accurate:

bug.cc: In instantiation of `A<void (B::*)()>':
bug.cc:5:   instantiated from here
bug.cc:1: error: duplicate base type `void (B::*)()' invalid
