[Bug bootstrap/33368] New: [4.3 regression] bootstrap comparision failure with --enable-targets=all

seen with r128190 on the trunk, works with r128189;

configure with: --enable-languages=c --enable-targets=all i486-linux-gnu
build with: make BOOT_CFLAGS="-O2" CFLAGS="-g -O2"

Comparing stages 2 and 3
warning: ./cc1-checksum.o differs
Bootstrap comparison failure!
./cfgloopmanip.o differs
make[2]: *** [compare] Error 1

Setting BOOT_CFLAGS="-g -O2" lets the bootstrap succeed.
