[Bug fortran/33317] CSHIFT/EOSHIFT: Rejects optional dummy for DIM=

Correction: gfortran rejects this currently and does not accept it and crash;
better than crashing but still wrong.
(I modified check.c's dim_check and enabled it accidentally.)
