[Bug bootstrap/34257] --with-sysroot does not change default linux glibc dynamic-linker path

Please consider this as an enhancement request to provide some way to configure
a 
gcc build that prepends a given path to its default search paths, including
that of the default dynamic linker. There appears to be no way of doing so
without the attached patch, which is only for the linux glibc platform, and
would probably need to be extended to other platforms.
