[Bug tree-optimization/31090] [4.3 Regression] Revision 121302 causes 30% performance regression

HJ, what is up with this bug 31090?  Not only is the status of the bug itself
unclear, but it is also keeping bug 30735 open for vague reasons.

Do we have an issue here, or not?  If not, can you please close this bug and
also bug 30735?  Have you compared pre-r121302 and current performance numbers?
