sclsh - short command line shell

Here's a short perl script that acts as a "short command line shell" - it
complains about any command line longer than 3k bytes.  Use "make SHELL=sclsh
...".  Edit as needed.  It also tells you how long each command line is,
although it doesn't work around command lines that exceed system limits.
