        PR libstdc++/31717 
        * acinclude.m4 (GLIBCXX_ENABLE_CLOCALE): Re-organize. Sanity check
        gnu locale model requests to make sure it will work for the requested
        target. Add checks for strxfrm_l, strerror_l when in gnu locale,
        and strerror_r everywhere.
        * aclocal.m4: Regenerated.
        * configure: Regenerated.
        * config.h.in: Regenerated.
