[Bug libstdc++/19664] libstdc++ headers should have pop/push of the visibility around the declarations

I haven't tried the fix in 20218. surprisingly, moving to binutils
2.17.50.0.16.20070511 got rid of that problem. Do you know what exactly is
going on? how did the latest binutils bypass the bug 20218?
