Added keywords "ice-on-valid-code" "rejects-valid" since when the spec file is
modified the ICE does not occur.

We need a new function that ouputs a message that the spec (internal or
external file) is incorrect. It is not _really_ correct to call it an ICE since
it is not an "internal compiler error" but an "internal (or external) spec info
omission" that cause the abort which claims it is an ICE.
