[Bug libstdc++/31807] bootstrap failure in 4.2.0 RC3. const_point_iterator.hpp not found

The tar file which is created has the GNU tar extensions in it as file names
are long.  If you see anywhere @long_file (I think that is the name of the
file) file, then you know it did not exact it correctly.
