[Bug fortran/31308] New: character(len=len(a)) :: B fails

fails:

 In file test.f90:3

    character(len=len(a)) :: B
                     1
Error: The upper bound in the last dimension must appear in the reference to
the assumed size array 'a' at (1).

"len" has nothing to do with bounds; it refers to the length of each element if
its argument is an array.
