[Bug middle-end/32304] [4.3 Regression] ICE in set_mem_attributes_minus_bitpos

readonly is set on this decl which is wrong.

I think I know what is wrong.
ipa-reference.c sets TREE_READONLY on the decl when it really should not be
(even though it is readonly now).
