[Bug web/32927] Online installation instructions only for mainline

I checked the last few release tarballs, and neither the 4.2.0 or 4.2.1
packages come with pregenerated installation instructions. The older releases I
checked (back to 4.0.1) had the instructions in the INSTALL directory.
