I havee set --build/--host/--target with the same value, so I think I build
native gcc.
why not GCC_NO_EXECUTABLES.
--build=hppa64-hp-hpux11.11
--host=hppa64-hp-hpux11.11 --target=hppa64-hp-hpux11.11
