Unless something changed between 20061204 and now, I can reproduce this on the
4.1 branch:
t.cc:6: error: ‘struct T’ is not a valid type for a template constant parameter
t.cc:6: confused by earlier errors, bailing out

Note the confused by earlier errors is the ICE really.
