It's worse than that.  compute_init_costs makes a number of broken assumptions.
 Not least of which is that it assumes that gen_... functions in machine
description files will return the pattern of a single insn.  This is not the
case on trunk now for gen_indirect_jump on ARM, which can now return a
SEQUENCE.
