fixup of stevens hack

This hack cuts the -O compile time for the c testcase from 35 to 2 seconds.
my guess is that we will need a similar hack for the rd problem to get better.

interestingly the c test compiles in 4 seconds at -O2 both with and without
this patch. I assume that the tree level is cleaning things up.
