[Bug preprocessor/30491] behaviour with -MMD and -c / -E causes differring behaviours.

This is somewhat odd, and probably not the only such oddity you can find.
But I think it is somewhat dangerous to change the default behavior.
I think it has been this way for a long time, and we can't know what
changing it might break.

Instead, use the options like -MT and friends.  That is what they are there
for.

Please comment.  I would like to close this PR but it seems a bit abrupt
to do that without warning :)
