[Bug c/31527] New: Provide complex.h for cygwin platform (C99 complex support)

Related to PR 448 and PR 16989.

The C 99 standard includes <complex.h>, however, Cygwin does not provide it.

Expected: GCC provides complex.h on platforms lacking it.
