[Bug c++/29933] mangled names in a warning message with -O -Wuninitialized

‘ is caused either LANG or LC_* containing UTF-8 and your termianal does
not support UTF-8, that can be fixed by using LANG of C.
The issue with t$startTime is the same as PR 14329.
