[Bug bootstrap/27774] "make install-info" no longer works

Missing a couple of pieces of info.
How did you configure GCC?
Did you do a build before doing make install-info?

By the way a relative path for DESTDIR will not work so why are you trying to
do that in the first place.

And does this work with say 4.1.0 or 4.0.0 or even 3.4.6?
