[Bug c/27734] always inline fails with function body unavailable error

I don't think this is a bug.  bar is not delay from outputting as it will needs
to be outputted.  Now you can agrue this is a bug.   Also 3.4 did not have
these sorry messages so it is not a regression, just did not say it inlined the
function.

Also it should be noted that the Linux Kernel does not compile without
optimizations on anyways for other reasons.
