Wouldn't it be better just to modify gcc/Makefile.in to do:

ifneq($(BUILD_INFO),)
info: $(INFOFILES) lang.info @GENINSRC@ srcinfo lang.srcinfo
else
info:
fi

Then, in the subdirectory Makefiles we can avoid checking BUILD_INFO at all.
