[Bug web/27699] New: [bugzilla] CC should be transferred when closing a bug as duplicate

PR 27251 was closed as a duplicate of PR 18058.  I was
on the CC: list of PR 27251 and had to add myself to
the CC: list of PR 18058 manually (as the bug activity
will show).
