[Bug middle-end/27620] [4.1/4.2 Regression] g++.dg/init/array15.C uses 4MB stack space

safe_from_p always returns 0 for CONSTRUCTORs.  That seems to be the fault of
revision 102182.

Off to bed now, I think I can fix this tomorrow.
