[Bug c++/26783] friend functions defined in-class not added to enclosing namespace

Friend functions are not injected as declarations.

See http://gcc.gnu.org/gcc-4.1/changes.html.

This is invalid C++.  Use -ffriend-injection to get back the old behavior.
