[Bug libstdc++/26697] time_put::put('x') shows only 2 year digits, in en_GB locale.

In *principle*, I can well agree with you, but I'm afraid that reasoning is not
sufficient. What about the "C" locale? It also uses 2 digits, and if it can,
then, well, any other locale can.
