[Bug libstdc++/25824] --disable-hosted-libstdcxx causes build break in eh_globals.cc

Ack! Some of this stuff was fixed on mainline and 4.1 recently. I thought I'd
gotten everything, but I guess not. 

Please put this type of fix in 4.1 as well...
