[Bug c/25726] New: GCC fails to compile an empty file tmp.i under MinGW and Cygwin

When I try to compile an empty tmp.i file, I have no problem doing it
under GNU/Debian Linux gcc-3.4 (GCC) 3.4.5 (Debian 3.4.5-1),

The same command whoever fails under Cygwin 
gcc (GCC) 3.4.4 (cygming special) (gdc 0.12, using dmd 0.125)
and 
MinGW gcc (GCC) 3.4.4 (cygming special) (gdc 0.12, using dmd 0.125)

Under MinGW gcc.exe (GCC) 3.2.3 (mingw special 20030504-1)
the same file compiles fine too.
