Actually that is a different bug.

Anyways the reduced testcase looks like:
  FUNCTION reallocate_hnv(p,n,LEN)
    CHARACTER(LEN=LEN), DIMENSION(:), POINTER :: reallocate_hnv
    ALLOCATE(reallocate_hnv(n))
  END FUNCTION reallocate_hnv
