[Bug testsuite/24128] New: ICE in libjava.compile/PR6865.java reported as "PASS" in testsuite.

libjava.compile/PR6865.xfail says that the test 'shouldfail'.  However in
addition to reporting an error, the compiler ICEs.

I am not sure what the right answer is, but reporting PASS for an ICE probably
is not what we want.
