[Bug bootstrap/24094] AIX 51 configure fails with getopt.h not found

This actually fails in the bootstrap, rather than the configure step.

I'm currently building 4.0.1 and it seems to get past this and fails
later with another problem of:

   gmake[2]: *** No rule to make target `../zlib/libz.a',
      needed by `fastjar'.  Stop.
