Confirmed, here is a better testcase which shows the issue:
int
foo (int a)
{
  int b;
  int c;


  b = 0;
  if (b)
    c = a;
  else
    c = 9;
  c++;

  if (c != 10)
     __builtin_abort();

  return c;
}
