[Bug libstdc++/23888] should debug mode throw instead of assert?

Well, I have a very donw to earth perplexity (have still to digest all the
various deep points and I'm a little tired, sorry): what about the demangling? 
Only because the __PRETTY_FUNCTION__ extension does it for us we have been able
to replace the real assert, I'm not sure what would happen with exceptions...
