The TimeZones have been regenerated from tzcode2005l.

* scripts/tzabbrevs: Change America/Buenos_Aires to
America/Argentina/Buenos_Aires for AGT link.
* timezones.pl (parseTime): Assume and return wall time.
Reindent output.
* java/util/TimeZone.java (timezones): Regenerate using tzdata2005l.
Since a few days there is a new dataset tzcode2005k. There is a bug in our
script that prevents us from regenerating against that one. This is tracked in
bug #23566.
