[Bug tree-optimization/24644] [4.1 Regression] gcc-4.1 compiled ppc64 kernels do not boot

The problem is that ipa-static is looking at the variable because the front-end
marked it as a static variable.  Daniel Berlin has sugggested a fix, and I will
test it with the reduced test case and then if you could test it with the full
kernel that would be nice.
