[Bug target/23488] [4.1 Regression] GCSE load PRE does not work with non sets

There is no size regression here with -Os.  The only thing which will help here
is having load PRE on the tree level.
Which makes the trees look like:
int f(void)
{
  static int i;
  int i1;
  i1 = i;
  if (i1 == 0)
    i = i1 = 2;
  return i1;
}
