There are others unqualified names as default template parmaters, for 
instance "allocator". A good testcase would be something like:

struct less;
struct allocator;
struct vector;
struct set;
struct pair;
struct map;

/*....*/

#include <set>
#include <vector>
#include <map>
#include <functional>

/*....*/
----------------------------------

which should compile without errors.
