Confirmed, with all gcc versions I have on my system. Here's what icc says:

g/x> icc -Xc -ansi -c x.cc
x.cc(15): error: "E" has already been declared in the current scope
      enum E {};
           ^

x.cc(16): error: "S" has already been declared in the current scope
      struct S {};
             ^

compilation aborted for x.cc (code 2)
