[Bug c++/20313] poor diagnostic

The only poor diagnostic is that in the following code:
template<int> struct s;
template<int i> s<i>::s(int j) {}

We don't print out s<i> but print out s<<anonymous> > which really is the same problem as the 
following too:
template<int j> struct s;
template<int i> s<i>::s(int j) {}

So this is a dup of bug 99.
