Nope, 64bit multilib support was disabled before the release of 4.0.0:
2005-04-02  Geoffrey Keating  <geoffk@apple.com>

        * config/rs6000/t-darwin8: Comment out ppc64 multilib.

So this is again a dup of bug 21757.
