Any structure with a non-zero offset for the first field that does not
contain variably sized types or unions should trigger this assert.

I'm actually just verifying that the assert isn't necessary.
It was originally used back in the day before the field list was sorted
by offset to make sure we were being handed the first field in offset
order (which all the fe's did at the time).
