Confirmed.
I think this was caused by:

        PR 22550
        * tree-cfgcleanup.c (cleanup_tree_cfg_1): Extract from ...
        (cleanup_tree_cfg): ... here.
        Call cleanup_tree_cfg_1 until there are no more cleanups to
        do.
